The Chinesa torpedo-boat mchored off enchal is

within Chinese waters and her presence there is for the

purpose of protecting Chinese fishermen who have been

frequently molested by agents of the Macan Government. In

the event of the Macao Government undertaking to remove

this torpedo-boat by force, the Chinese Goverment reserves

the right to take whatever action it deems necessary.

China has faithfully rospected the STATUS QUO and

shall continue to do so. Chine cannot admit the right

of the kacao Govertinent to police the harbour watera

which run up to the Lappa shore and shall continue to

protect the exercise of my such right.

The letter of May 3rd, 1920, addressed to Mr. Li ang

Lan haun, Coursissioner of Foreign Affairs and quetod in the

The agreement concluded between the Government

of Kwangtung and the Government of indse and signed on

September 21st 1920 provides that:-
